This red wire has been spliced in to a black wire in a harness under the brake cylinder and goes to the relay in front of the brake master cylinder.
What is the function of circuit the red wire is now in.
There are two white connectors, what are their circuit functions?

from this picture it appears they tapped into your starter wire (the white connector on the wire is a scotch lock, sometimes also called Botch Locks as they tend to fail in high mosture enviroments)
Its hard to see in the picture, but is the wire tapped onto the large gauge Blk/Wht??? if so it is the starter wire.

but it appears to be hooked onto a wire with blue tape on it??? If so Mazda used blue tape for temporary connections or connections from for options installed after the car left the factory.

The blue thing in the picture is a splice connector. It opens in half, you put it around one wire (single black wire before single black connector, above multi wire plug in the harness) and put the end of the other (red) wire in and snap close conector to add (splice) additional wire to existing one.

Okay... that helps.
It sounds like its probably the starter wire. So it appears that they jumpered the starter wire from the starter kill to the actual starter itself.
Maybe they had a problem with the alarm or something???

Yes, my alarm does not work.
Light on lexcon comes on but does not do any thing. Holding up the driver side door handle "arms" system, but do not get blinking security light and conformation beep as I do with my 89 vert.
Can reach inside and open door , when locked using the inside door lock and holding the outside handle up, and nothing happens with the alarm.
Does that single black wire disable the starter when the alarm is tripped?

actually ground on the LtGreen/yellow at that relay disables the starter. Maybe the relay was bad, or a mechanic wanted a quick fix instead of troubleshooting the wire.
Or it could be simply that the mechanic couldn't figure out the alarm, and the ltGrn/Yel had ground on it because your alarm is messed up, so he (or she) put a jumper in with the scotch locks.
