atkins rotary raced a RX-3 with a huge turbo than ran low 11s to high 10s on the stock 2 piece apex seals

Why are you taking it to 4k when it's cold? That's even worse on a turbo car, you're killing the engine.
Replacing the apex seals isn't like replacing a fan belt. You gotta pull the engine and completely disassemble it.
