I reccomend Jesse Prather. JessePratherMotorsports.com. He's in Topeka, Kansas. Jesse is arguably one of the best rotary engine builders in the country, is honest and delivers in a timely manner. Jesse builds the motor for my SCCA E Prod 2nd gen and his work is first rate. Tell him Don Walsh sent you.

Let's start with your goals. Are you building for power, reliability, show? Do you have a budget? Are you staying NA? Want to do turbo? Why not buy a race engine already built if you have $$.

No way you get a NA up to 400-500 HP.
No way, unless you're Bill Gates.

You'd be doing astoundingly well to break 300 HP and you could kiss reliability/streetability goodby.

The easiest road to +400HP lies in a V-8 swap, IMO.

If you can't devise a realistic budget, you probably can't steer the project to completion either.
