little flapper door on exhaust manifold

umm....the exhaust manifold on a 13bt, the bit from the block to the turbo, has a little flapper door on it that covers up one of the holes on the turbo. how does thi work? does it open with the secondarys? is it ok to remove it? would it increase the flow to the turbo? spool earlier??

Thanks...I just looked like a piece of crap to me and was wondering if it was wise to get rid of it while i got it all in pieces....I think i will.
