little flapper door on exhaust manifold

umm....the exhaust manifold on a 13bt, the bit from the block to the turbo, has a little flapper door on it that covers up one of the holes on the turbo. how does thi work? does it open with the secondarys? is it ok to remove it? would it increase the flow to the turbo? spool earlier??

Its made to stay closed up untill 2800 rpm i think, and aids in spool up, only the 87-88 s4's have this, this is called the twin scroll and is opened by the canister looking thing attached to the manifold.
