little flapper door on exhaust manifold

umm....the exhaust manifold on a 13bt, the bit from the block to the turbo, has a little flapper door on it that covers up one of the holes on the turbo. how does thi work? does it open with the secondarys? is it ok to remove it? would it increase the flow to the turbo? spool earlier??
