In addition to the above statements, I would refrain from simply replacing fuses constantly. If a circuit blows a fuse more than once it happened due to excessive amperage, which means you have an electrical problem to fix before you replace the fuse. Cheap fuses break so your more expensive electrical components don't have to .

Pull the plug off your series fours headlight switch.
Jumper the White/Green wire to the Red/Black wire in the plug. The tail lights and the side marker lights should light up.........proving the problem is not on that side of the circuit but with the switch side of the circuit.
If the those lights don't come on when doing that..........make sure the White/Green wire in the headlight switch plug is hot .
If talking HEADLIGHTS on your series four car.................then pull the headlight switch plug off. Jumper the White/Green wire to the Red/Blue wire in that plug. The headlight assy's should rise up. Lights will not come on.
To make the headlights come on......jumper the pure Black wire to the Red/White wire in the plug. The headlights should come on. If they don't, then the headlight fuse in the engine bay is bad or the headlight relay is problematic.
See the free and online electrical schematics for your series four lighting problem.
As far as the headlights go, all the headlight switch does is send a Ground from the headlght switch to the headlight relay to turn 'em on.
If you don't know how or what jumpering a plug means....................tough.

Why not splice the wires back onto the other half of where they've been cut.
Green/white should have batt power and if touched to the red/black the side and tail lights should illuninate.
The black/red goes to the front and rear side lights and tail lights.
Neither wire has squat to do with the headlights coming on. None at all. Headlights work as I described in the earlier post of mine.
I assumed a series four car.

my ? is how would i go bout testing relays? also not sure if i have the exact relay in there i no it fits the plug though. does the relay have a number or anything that tells u where it goes? another thing is my taillights or other lights dnt wrk. i dnt have 2 relays hooked up in the back 1 is 4 power antenna n other is 4rear defroster, would not having those make all the lights fail?

Sounds like you have a short in both of these circuits. When it comes to the brakes you can disconnect the plug at the brake light switch which is located on the brake pedal and after removing this plug which contains two wires, Green/White wire and a Green wire, replace the 20 amp Stop light blown fuse and see if the fuse blows again. If the fuse blows once again then you know the problem lies between the fuse box and the plug you just removed. If the fuse doesn't blow then you know the problem is after the disconnected plug. Try this and see what happens.

ok got headlights to work. still nothin on the brake or the turn lights. With just battery connected and no key in, pulled two fuses out the 20 and 15 for each and getting power to both ports without brakes being pushed in or turn signal on.

Your lights might be the least of your worries, but are the fuses still popping? If they are then you have a short. Checking for voltage at the fuse box doesn't really help in diagnosing why the fuses are popping because the fuse can't pop unless it is receiving voltage so it is a given that there is voltage so therefore other things would need to be checked.
