Just remove the light bulb and it wont light up any more. If that's not enough, then take the bulb out and paint the orange part black. Then you'll never notice it.

Other than that, there are no aftermarket replacements for it. If you are adventurous then you'll have to fab up something by yourself.

Try to have a bit more patience, not all questions can be answered in less than 10 minutes. You would also have better luck posting this in the Interior/Exterior/Audio secton of the board.

I dont know of any company making the item you described. (I dont really shop for that kind of crap anyways)
Your best bet is making one yourself out of florescent light diffuser and a led light.
I'd be willing to wadger that it will look rice-tastic, but if thats your thing more power to ya.

I'm sure the part is removable. Removing it without breaking it is another story, 20yr old plastic parts tend to get brittle. Removing the bezel is your best bet, from there you can see how its held in place. After that you're on your own.

It's too much time and effort for such a small effect IMO.
If you still want to go through with it I suppose you cut a blue water bottle (or something of the like) into the same shape as the lighter surround. Your imagination is really the only limit here, try and come up with something that works....
