Legal Turbo Upgrade
So I live in California and there are a lot of regulations. A few weeks ago my homeboy got caught up with the cops when there was some street racing down by Serramonte. Even though we weren't racing, only spectators, we were checked for under the hood after market upgrades. I was looking for legal turbos for 1987 Turbo upgrades that were legal in California and I came to this site. http://www.arb.ca.gov/msprog/aftermkt/aftermkt.htm After it is loaded you go to Legal Add-On or Modified Parts (Executive Order Parts)
Aftermarket Parts Database After that is loaded, you scroll down by LIST EXECUTIVE ORDERS BY DEVICE: and Select Device Type: to Turbo Charger System / TurboCharger Modification. Once your on the list, just make it quick by pressing CONTROL F and type in Mazda. You'll eventually find the right model. For the 1987 Turbo, it was the HKS-1104-RZ003. I was wondering if this is any good for the price. Can anyone help?

Yeah, California stinks...
Today I learned it's illegal in GA to crank your car to warm up in the mornings
and then go back inside for a min, and it's still Illegal if the key's aren't in it, if the car's in the garage, or even if the doors are locked...

It is Illegal in Oklahoma to leave your car running unattended.
Several reasons for this.
1. Easy for your car to be stolen. Happens often in the winter when people leave the car running and go into a convienence store.
2. Car slips out of gear and drives off on its own and kills people.
Can't help on legal Turbo upgrades.

No turbo upgrade is CARB legal.
I'm suprised they list an HKS application...
HKS does not make any turbo upgrade for the FC3S anymore - they are all discontinued.

BNR Turbos are hybrid turbos that use our stock manifolds, hence they look identical to the stock turbo charger.
But is seems as the police in cali are just a bunch of ****** looking to slap anyone they can with fines... god I love florida and it's complete lack of emissions laws ( I have friends with SRT-4s that just run open down pipes). From what it sounds like, if you take any turbocharger and just throw some grease on its housing to make it look old and dirty the cops will leave you alone. In FL there is an obscure law pertaining to exhaust tips, but if you never polish yours and just leave it dirty cops will leave you alone.

If you really want the cops to leave you alone then buy the RB turbo back, BNR turbo, HKS SSQV BOV (remove the insert), stock interior/exterior, the electronics installed out of sight and don't drive like an idiot.
300HP of pure sleeper fun and you'll blend in (unless you have a red car in which case you have to drive more carefully)

If you're trying to stay CARB legal then leave your car bone stock.

So there's no way for me to upgrade the turbo without making it illegal?!? Or is there an alternative? I just don't want it to be Game Over if I happened to get pulled over for something.

nope, upgraded turbo=illegal. Case closed.
However...have you ever heard the saying "its only illegal if you get caught"? Like these guys said, BNR hybrid turbos LOOK stock, and that's all that really matters.

no, nothing. You can get away with a hybrid because it looks like a stock turbo and the police cannot/will not be able to tell the difference.
If you have crazy shiny pipes, big ol' air intake, polished UIM and TB elbow, shiny suspension bars, big ol shiny radiator with bright vaccuum hoses to match your crazy interior and LEDs everywhere then the cop MIGHT have a reason to believe you have a modified motor/turbo.
But in order for the cop to do that he has to pull you over and say he has probable cause. But you need to drive like a dumbass in order to get pulled over. So in the end, the less attention you bring to yourself the less likely it is to get pulled over.

see, besides all the bs laws, nothing says that you cant just spend a whole day swapping things out between smog checks, thats what i do, and if you get pulled over, tell the cop "hey, why are you busting my chops? i smogged on it! and yes, i do know what im talking about......you wouldent happen to have a decible meter on you by chance?"
they tend to leave me the hell alone when i do that, till i venture into the rich part of town, then its all bad!

I wouldn't be surprised they can figure you're running a hybrid turbo in your FC.

Another problem with turbo cars in cali - all downpipes are illegal because the get rid of the stock precats. This kills power potential.
Thank God I live here, though. I drove by a cop open header (unimaginably loud) and he just waved at me and kept going. I went to get my inspection and the guy said "I can't pass you because you have an exhaust leak. Go down the road to whats-his-name, he'll pass you for sure." And he did
