lacking power

Ok, folks. I have an '87 N/A. Below 4K RPM, the engine sputters a little bit and the motor has a rough idle. Above 4K, it runs smooth and normal. I thought it coulda been a jacked up injector. So i got a new set, put those in, they helped a little bit. It has a bit more low end power, but it still sputters and the idle is smoother, but still rough. I also replaced the fuel fliter. Didn't think that could be the problem, but did it anyways. I tested the spark plug wires, they all arced. I just put new NGK's in, too. I took to this rotary shop in town, and he mentioned something about a fuel bypass system that was installed to keep the motor from flooding due to leaky injectors. Anyone know anything about this or have any other suggestions on how to fix the problem?

Check all of the usual "tune-up" type suspects first:

(Search for these keywords, also, for more info)

Compression check
Grounds
Sensor inputs to the ECU
TPS
Vac leak
BAC

You can also read out your primaries from the ECU while running, to verify that the circuit is good, if you still think injectors are your prob...
