How about the throttle cable/cruise cable tension? One/both of these may be too tight, cracking the throttle open a bit and raising your idle. At rest, the cable should be fairly loose, not taught at all.

 

The post above sounds right to me. Might add that it might be the damper screwed in too far. Outside chance it's the water thermowax. You shoving the throttle linkage to close and the rpms going down makes it sound more like throttle cable/cruise cable being too tight or the damper scewed in too much.

I'm not sure if the water thermowax would react like that when YOU push the linkage to the close position. Not sure. Don't know. Wonder a bit.

We take it for granted the engine was fully warmed up eliminating the water thermowax as the culprit.

 

My throttle cable has a solid amount of slack. If I turn the TPS down any further, the idle just surges. I don't know what the damper is or how I can adjust that. Please enlighten me.

 

My bad. I meant dashpot. You might be able to just loosens the locknut and back it off quite a bit and then idle the car to see if there's a difference or not.

The adjustment for the water thermowax requires the throttle body to be removed if memory serves. Not that big a deal though. If the above does not work, then remove the throttle body and find the screw that rests on top of the Piston of the thermowax. Then turn that screw all the way clockwise and reinstall the throttle body and see if the idle is better or worse. If better, then adjust the water thermowax like the manual says.

I've no idea what is wrong with your car. Just guessing. Has to be something holding the plates open a bit. The two items above (other than the cable) can do that.

 

vaccuum leak, intake manifold gasket leak

spray starting fluid around a little and see if the idle goes up

 

FIXED. problem was none of the above. there was some adjustment screw that I had never seen before. It was on the back by the throttle cable. Hard to explain. No idea what its called. but I tightened it and it worked.
