You should check for vacuum leeks and check the TPS before adjusting the idle.

Does it instantly idle at that speed upon start up or does it have to rise to that level?

It has the high idle speed all of the time, and he said that adjusting the idle only really affects it by the hundreds, he needs to drop around 2 thousand rpm's, i think ill probably try tps, i dont believe it a vaccum leak but i will take it into consideration

VA Idle Issue

I had a similiar issue except the idle would drop to about 1600 rpm after it was warm. At 1st though the idle would be about 2500 or so on the warm up. It ended up being a vacuum leak. I used a fog machine to insert smoke into the hose behind the brake reservoir. This showed me where the leak was which was under the intake. Once I fixed this everything was back to normal.

Could be a taught throttle cable and possibly the Fast Idle Cam is not rotating properly or even a AFM door flapper is stuck to the open position.
