i have an 87 turbo II with a 91 turbo on it and the air pump is gone. i put a cover plate over where the valve was and now the ilde bounces from 700 to 1300 rpm. the tps is brand new.
would anyone happen to know i can do to fix it?

Block off plate leaking a bit maybe. Weak guess. The cycling idle.....did it start after the new turbo or after the acv was removed???? One of those hose that went to the acv was a vacuum, the other two were more than less pressure. Is the one that was vacuum *switching solenoid*, not plugged???? The hose that is.
Spray some starter fluid around the acv blockoff plate and see if the idle changes in tone. If it does, then rip it off and use some more rtv as a gasket next time. Also check and make sure none of the three vac hose that were removed from it are leaking a
