Check waste gate and blow off valves.

The OMP must be plugged in and functioning correctly or the ECU will go into limp-mode (i.e. very reduced performance).

It sounds like you haven't plugged it back in yet. Why not? You're damaging your engine running without it.

Disconnect the battery to reset the ECU and clear the error codes.

Check the waste-gate actuator arm and make sure it didn't pop off the lever for the gate. Actually, it probably isn't that it wouldn't bog, it just wouldn't boost. What do you mean it bogs? Does it just refuse to accelerate, or does it accelerate then die then accelerate then die, if that's the case then you're running into fuel cut and you need a FCD.

On the 33, see if you have 12v on the black/white wire at the Port Air solenoid. If you do, the check the continuity of the other wire at the solenoid back to the ECU on pin 2N.

I see no code 83 in the 91 manual so theres no help there. So what is a 83 code?

If you drive the car but just keep off the boost, will the car redline? Or if keeping off the boost, will the car go 90 plus mph? As in slowly getting to 90 by easing the pedal, not stomping it?

well considering his air pump and emissions are removed the 33 would sound pretty normal you should have a few from that though. you are probbaly just mis reading the 83.

Forget about the port air solenoid if its been removed from the car. That's not the problem. You'll keep getting that code as long as the solenoid is not connected up, though. You might want to unscrew that solenoid from the acv and attach it to the harness to rid yourself of the code.

Lack of a omp is the real culprit. You need to address that issue.
