All you need to do is follow the links posted above.
Pull the EGI fuse and spark plugs.
Put a few ounces of oil into each rotor, then spin the engine over by hand a few times. Repeat this a few times.
Get a new set of plugs, reinstall them and then reinstall the EGI fuse.
Hold the throttle wide open while you crank the car for a few seconds.
Now try to start the car normally. You may have to play with the pedal a little and it will smoke alot...
Change the oil.

I've never had to pour oil in a S4 to get it to start, but I've read another way to get oil in the rotors other than pulling the plugs. I read it on this site I believe.
If you have a non turbo, and I think you do, then you have three vacuum hose on the front of the dynamic chamber. One above the other. Well, the LARGE hose leads directly to the oil injectors top air feed hole. IF you put that hose in a bottle of oil and then spun the engine over with the plugs installed, then oil should be sucked into the rotor chambers as you spin the engine over.
OR if you had a squirt can, you could squirt oil into that hose, then spin the engine over and oil should go into the chambers. IF the sparkplugs are installed, that is.
Oil builds compression. Compression, spark, fuel ......kabloowi.

There is one sure fire way to get any flooded rotary to start. That is to pull it in gear behind another car. It works every single time without fail. This assumes your engine has fuel and spark. If it does, it'll start. Pulling the fuse doesn't always work depending on the severity of the flooding. You don't need to pour oil into the engine or change your oil afterwards. Just pull start it. It's easy and works right away. It might start in 10 feet or 2 blocks but it will start. I've started an engine with a blown rotor this way.
don't forget while you're cranking to unflood or trying to start the car.... don't crank for more than a few seconds continuously, give the starter breaks between attempts. It's easy to break a starter through continuous use, especially if you have a battery charger connected w/start mode that will prevent the battery from getting low and stopping you.
