Theres a screw on it you can get to from the passenger side. out = higher idle, in = lower idle.

If that doesn't work then you can use the 2 nuts (10mm) on the throttle cable to adjust your idle. They are on the firewall side of the TB

Profile shows 86, and I won't go with the avatar. Is this a TII? Are you refering to the hex screw you're not supposed to tamper with (not talking about the idle adjust screw)?

This is not the way to adjust your idle. It may work, but leaves margin for error. You are supposed to have some slack in the throttle cable. If you do anything around the TB area, you can adjust the butterfly stop screw to prevent the TB butterflies from closing TOO much. Its on the back side top of the TB. If you have a top mount IC, then you will have to remove that to adjust. I had to do this when I removed my emissions stuff. My idle went down to 600ish, but still ran oddly enough.

When you say it looks like it was tampered, do you mean it might not work at all, it idles too high, too low? Sometimes they stick or become slow. I've read that you can jump the two contacts with a 12v source real quick to free it up.

I KNOW it was tampered with because my Friend was screwing with it and set it out of adjustment. What I'm trying to do is set the tps and bac because there both out of adjustment which is causing a the car to accelerate extremely slow

been there killer, good luck. I had a similar problem, I couldnt find any information so I just did about 5 trips of driving, adjusting, driving; trial and error kind of solution. Again, good luck.

Hate to say it but something this bad is a trial and error scenario. The fact that it's cold out (Air clumps and pockets everywhere) will make tuning harder... Can't say much more than do it in a controlled environment and keep engine at temp.
