This seems to come up in all the pulsation damper threads, and in my opinion it is a flawed comparison.

All the stuff that you mention is required to make the car pass government mandated emission standards. Regardless of whether a person feels that the pulsation damper is a necessary component or not, emissions stuff is not really in the same category.
