High Idle

I took off my rats nest and plugged all the tubes. My car is idling around 1700 with the idle screw almost all the way down. I did take the cold start off but left it on the TB for now until I get some block off plates. What might be the cause for the high idle? Is it the "butterfly" thing? Will the removal of the BAC and the other thingy on the TB make a difference?

you want to back the screw out, not down, well at least on my turbo it is
