hesitation betweet 3k-4k

I know their are a million posts regarding this problem, i read most of them. i plan on doing the re-grounding of the ecu, probably redoing all the grounds, but i want to know if this applys to my problem.
when i slowly rev past 3k rpm it doesnt hesitate but if i go wot it will. as well when the engine is not totally warmed up yet, it wont hesitate at wot.
the car also doesnt seem to hesitate at exactly 3800 rpm. it kinda does it at different points between 3-4k.
any suggestion will be appreciated.
and please dont flame me i did many searches.

need more info: TURBO?? N/A?? MODS?? recent thing u done before the problems..

the only thing i done before this happened was i changed my spark plugs and added a little bit of oil, i checked the oil so i know i didnt overfill it.
the car has upgraded turbo, fmic, fuel pressure regulator, 255lph fuel pump, still running stock ecu and injectors for now, running boost at 5 psi on lower gears. rest of the upgrades should not affect this problem
i forgot to mention after 4k rpm it will run and boost perfectly fine, as well when it hesitates my a/f does not lean out.
i also tried using the redline injector cleaner and drove for about 5 minutes but no difference, i know i should drive it longer but that is the distance from the gas station to my work, which is where i am right now.

as well can someone tell me which wires to ground on the ecu for the TII's all the one i found were for n/a's. and are you guys completely splicing the wires for the ground on the ecu and connecting a new gound wire to them, i know it shouldnt make a difference since its ground, but just wondering.
i also remember seeing a site that had pics and how to's on this subject. if someone remambers please post it.

problem is fixed, turned out to be my walbro 255lph fuel pump, thats the last time i buy a waldo fuel pump. should of expected it though 100bucks for fuel pump off ebay, guess i was asking for trouble.

no kidding? you had problems with the fuel pump? This could be my problem as well. What fuel pump did you end up buying?

haha phew good thing you found out what the problem was, i was like damn upgraded fuel pump/regulator etc, because that is my problem right now, and i was like **** i bought aftermarket ****, i hope it aint that, but i bought mines new
