Troubleshoot my 13B!
What are the causes/ characteristics (How can I tell ___ is the cause) and remedies of:
Carbon Lock
Blown Apex seal
Low Compression
Flooding
Any more things that can cause my car to crank but not start? It's been in storage for a year. I cranked it, the battery is fine... cranks at around 800-1000rpm but spikes to 1500rpms every now and then...it whrrss... in pulses.

Carbon Lock: Not likely, it wouldn't crank at all if it was.
Blown Apex Seal: Get a compression tester and look for 3 even swings on it
Low Compression: See above
Flooding: Remove the spark plugs and see if there's any gas on them. If there is, remove the EGI fuse from the box under the hood, crank it with the gas pedal to the floor for about 30 seconds, then put the plugs and the fuse back in and try starting it again.

Just FYI:
If there was a blown apex seal or a stuck apex seal (which is possible while it's sitting, from what I have read), it would sound very very strange while cranking, it wouldn't be a steady whurring sound at all.
I would dump in a little bit of 20w50 or other brand of oil into the chambers and let it soak for a few days, then try again.

I am getting fuel because that's the first thing we checked. the fuel pump wasnt working so we got a new one and it is getting gas.
As for the crank noise, it doesnt sound steady at all. it goes "Whhra Whhhra Whhhhhrrrraaaa..Whhra whhr...."
It sound as if its in pulses. the rpms go from 800 to 1000 then 1500 when it spikes...weird.
