Exclamation here is the situation

my 86 na had idle problem. it wasn't at normal idle (750rpm) it was above 1500rpm and sometimes even 3000 so this isn't right and the car runs like crap at high rpms like there isn't any air on the engine. and the other day while driving the car slowed down and left me in the middle of traffic at a busy road, it didn't turned off but the rpm was about from 1400 to 1600 and i was steping on the gas pedal and the up and down and not doing any efect until 40 sec later it responded until i got home and tried for a second drive and it did the same about half a blockk from my home . I took the throtle body off and saw the secondary throtle valves were completetly open but in the uper barrels on the chamber are filled with fine rust particles so the 6port isn't working. what is hapening with my Rex? please help i need the car for work.
