First spot is Fort Zumwalt Park in O'fallon, the All Saints church in St. Peters.
Paint is the easy part, as long as your trigger finger can handle the pain. Sanding is what takes skill. And I don't really have much skill in it.

I couldn't really say. The springs it had when I bought it were cut I think and the insides of my rear tires wore down real bad.
I don't think it's bad though, I've had them on for 2 years now. I got new tires right after I put them on and have only rotated tires once with no noticeable abnormal wear. I never got an alignment either.

Wheels were pretty straighforward.
1. Take the wheels/tires off the car. It will be a lot easier to work with this way.
2. Sand off clear coat, or at least scoff it up some with a medium grain. You want it smooth just as any other surface you're going to paint.
3. Clean it up making sure to get the lip clean or the paint will start chipping off right away. I have a spot or two where there must have been a bit of dust and the paint chipped off.
4. Paint with wheel color using thin coats until fully covered. Don't worry too much about masking off the tires for this. Maybe cut a circle in some cardboard and lay it over it.
5. Apply a couple coats of clear. This will make them a little shinier and a little easier to clean.
6. After it's all dry, take a stiff plastic bristle brush and clean the paint off the tires. This of course will make your tires look like crap afterwards, so you'll need some tire shine stuff.
7. Mount your beautiful new wheels and bask in the glory of your craftsmanship.

Oh yeah, sanding by hand can be pretty tough so keep that in mind.
