no, it is not!
you should address all of the small thing before you start modifying your car! as it will simply not be good for you in the end! I mean you should address your fuel system and all of that before you add boost! because really with exhaust and intake you car is capable of hittimg 12 psi anyway! that is more than your stock fuel system can handle!

i guess it could be a good first mod, but dont try uping the boost or anything, it wouldnt really serve a perpous unless you started moding your exhaust intake or something that can make your PSI jump. if so then you will need a FCD. IMO you dont really need it yet

i dont have any fuel mods but a rewired FD pump, and im running 10PSI. without my boost controler it shoots way over 10. because i have streight through exhoust and a TID

if you do your fuel mods properly you can run more boost, but it isn't really needed because the real efficiency of the stock turbo drops off after 12 psi, after that you are just creating more heat than necessary!
A boost controller can help the boost come on quicker, but not really necessary for the stock turbo!
If I were you these would be in the following order;
intake
fcd
exhaust
rewire fuel pump
safc
walrbo
larger injectors
finally a boost controller!

so if i get one i can control the boost from spiking? would i be able to lower the boost to stock levels if i want to?
Im planning to run a 3' exhaust with a high flow cat, RB catback, TID mod and cone filter. I wanna run 10 lbs.

with those mods your boost will definatly shoot way over 10PSI in about 3 gear most likely 4th and 5th. but if you do all that then you will need a boost controler and will have some sort of fuel mod. cheapest one would be the rewire. look it up on 1300cc.com
