im not sure if the key position but with the key in, turn it one click, the fuel system should prime and you should have pressure. the next position forward should crank the motor.

fuel pump not getting voltage. bad pump maybe? bad ground? i believe there is a check connector by the fuel pump (yellow?) you can jumper to test it. i dont have the stock ecu/fuel system wiring so im not exactly sure.

i believe you wont get any pressure until its crank if i can recall. but you can jump it with a wire with the key on. i believe its a green connector on the pass. side by the strut tower.

it could be anything really a faulty wire, or a bad pump.

you should have pressure with the key in the "on" position, but im not sure how much. ~42 psi is the pressure at idle, i dont think its that hi with the key on and no motor. could be wrong. as said before, it could be ALOT of things. easiest to diagnose would be the pump and its wiring. first rule of electrical work: check all connections.
