I'm new to the whole RX and rotary thing. If someone could tell me how to remove the markers in the front bumper. They dont light up and if removed i believe it would provide more air flow, also on of mine is leaking water.

they wont provide better airflow. there is so much stuff in the way (i.e. the headlights and radiator support) that it wouldent matter. just fix them or replace them.

I think the OP is referring to the FTPs, not the front markers despite what the title says.
To get at those:
1. Raise your headlights.
2. I'm sure the FSM would tell you to remove your headlight retractor fuse as a precaution against some short causing the headlights to spontaneously lower themselves and crush your hands, but I guess I'm lazy because I usually don't bother with this step.
3. Reach under the headlights and feel for the nut/bolt from the backside of the FTP ("Flash To Pass") lenses. I think they're held on with 10 mm nuts. You'll probably need an extension for your socket.
You realize they're not supposed to light up, right? They allow you to signal other drivers with your high beams without having to raise the lights. I always thought this was a cool feature of these cars and don't understand why everyone is so desperate to get rid of them.
You could take out the one that is full of water and either replace it with a better one or heat up the seal on it, open, clean, and re-seal it with some good silicone adhesive. I did this for one of mine once and it worked pretty well.

yeah those are your flash to pass covers and ive seen them clear and they look pretty good that way but dont know the benefits of removing but i would imagine you will have to fab a custom intake port to see any kind of difference

Removal of the FTP lenses will not provide any airflow. The headlights are directly behind them and there is a big wall sealing off the engine bay. Also the car will look terrible with two large ragged holes in the bumper.
i really had no choice in the matterof keeping them in or taking them out.
the 1st thing i did when i got my rx was put 4piston brakes on them. after the pads were broken in, i slammed on them cuz some idiot pulled out in front of me and the driver side one flew out and hit the car that cut in front of me.
