flooding problems

MY 86 is getting progressivly harder to start, first crank....nothing, so i hit the fuel cut switch, then it takes atleast a minute of flicking the swithch back and forth to get the car started!! with a hugh puff of smoke out the back. It only seems to do it when the car sits for a while. Could it be just that the plugs are fouled or maybe something else?? Thanks for any thoughts

My compression is good, the engine only has about 15k on it. I'll swap plugs and see what happens
