I hate when I don't understand what's being said. anyway, does that turbo city kit work for S4 turbos? the turbo in my car leaks oil from the turbine side and I want to have it fixed. can I rebuild it myself and sent it out to be balanced? I also plan on swapping compressors with my Airesearch T04B.

From the picture on the page from the link, it's for a carbon seal.
Yes, that's the correct turbo rebuild kit.

The stock Hitachi uses the carbon seal.
It's obvious when you get the carbon versus dynamic seal side-by-side - they are not interchangable.
Now, I'd like to know what an "encapsulated carbon seal" is myself!

#1 is a Dynamic seal
#2 is the Encapsulated carbon seal
#3 is Four-piece carbon seal

Which is best?

Also, does anyone know where I can find T3/T4 ball bearings that I could use while rebuilding my stock turbo?
