I cut out the old cat, removing exactly the right length of pipe, then clamped it in. Works great. I also removed the cat and drove it with a piece of exhaust piping in place of the cat for nearly a year. Last year, I left the cat installed. I haven't been driving it nearly as much since I have been doing body work on it since roughly May.

I think your friends were having problems with the noise regs.
Cali is a different matter. There is a visual, but I seriously doubt that a Cali inspector will make you take apart the exhaust to see if there is a brick inside the housing.
This was a long time ago. However, there may not be a visual inspection but if they want to they can look underneath all they want. If there is no cat they can fail it all they want. I'm not tryin to start an argument or anything I just know if they want to look for some odd reason, IE, "heard an exhaust leak" or just cause they have a hunch. It is not in the books stating they HAVE to look, just more so what they want to do themselves.
Smog testers generally have no clue what they're looking at anyhow. California smog laws make me go every 2 years, and I never use precats. Get yourself a big cat off a v8 car/truck and weld it to the flanges (or have someone at a muffler shop do it).
I didn't even have to use any alcohol or air pump tricks, and my numbers last year were:
15mph:
HC: 53 ppm (121 max)
CO: 0.36% (0.76% max)
NO: 12 ppm (807 max)
25mph:
HC: 96 ppm (96 max <-- exactly the max lol)
CO: 0.40% (0.65% max)
NO: 10 ppm (746 max)
Like how low the CA limits are? Might just register in Nevada or Arizona some day...
