that second graph they printed look about useless.
and:
J-rats Recipe for cheating emissions if its ABSOLUTELY necessary:
1. Turn variable resistor to full lean, or as lean as you can get and still run.
2. Trick ACV into pumping air to the cat all the time by removing the FORWARD UPPER vac hose, and capping it.
3. Run 87 octane
4. Run your tank down till your almost empty.
5. 2-3 bottles of alcohol in the tank. Drive VERY GINGERLY to the emissions station.
6. Once you pass go, DIRECTLY to a gas station and fill up with regular unleaded.
Do you still have the split air pipe installed that goes to the main cat? If not then the car will be rich at low speeds and thus fail emissions

check your AVC, the valve itself must be good, AND the hoses must be hooked up correctly. the PORT AIR portion of the valve MUST work.
i have lived in CA all of my life, and ALL of the RX7's ive ever had (15+) have LEGALLY passed smog. the PORT AIR is the KEY.

How old are the converters??? Months? Yrs old?
Not that I think it's just the converters at all. Could be, but there's other things to look at, especially if the converters are fairly new.
Things you might do: Get the engine fully warmed up. Full water temperature is what I"m saying. Like 180*.
Now go over to your ACV. Just above the ACV are two hoses close together and they are attached to two metal nipples. While at idle (750-850rpm), pull first one hose off and feel for vacuum on the HOSE.....put it back on and do the same for the other hose.
What are your results for vacuum on those two hoses? You can do this right now and in the dark if needed. No need to wait til tomorrow or whenever. Do it now.
EDIT: Pay attention to the post above this one. IT was not there when I wrote the words above. But do what I advised in this post. Now.
The above is my ONE STEP AT A TIME process. Step two will happen IF you do as advised.

and i think i may have failed because the car was not fully warmed up.
and they turned it off and started it like 3 times before the test.
i don't really want to do the alcohol thing because i have 240,000 miles on this car.
not sure if my old fuel lines could take it you know?
but i'll try most of your guys suggestions later tonight or tomorrow mourning before i go again.
thanks again for all the help.
