exhaust leak?

Well, I recently installed my streetported engine and finished breaking it in. I currently have a hybrid s5 turbo on there, but I know there is an exhaust leak either at mani to engine or turbo to mani. After I broke in the motor I turned up the boost a bit. The thing is, is that I make almost no boost in first gear, maybe 1 or 2 psi. In second it starts making boost at like 3500, but is only like 4 psi until about 5500 where it will go up to 8, then drop a smidgen after 6k. I was wondering, could this laginess be caused by the exhaust leak or is the turbo just too small for the streetport? I tried to not go too far with the exhaust ports.

could a crapped out w/g actuator do this maybe? now I'm thinking that could be a possibility as well.

I've got a T3/T4 on my t2... Until last week it had an exhaust leak between the manifold and the turbo... I was making 13psi at 5500 but there was no pull. Soo we pulled apart the turbo / manifold assembly to find that a couple gaskets were blown out and the manifold was warped. I got all the problems fixed, and my butt dyno says.... "OH ****!!! THAT'S A SPICY MEATBALL!!"
I'm guessing at least 20hp... based on the difference i felt between stock boost and 12psi (on the stock turbo).
It was such a huge increase in response and power. I'll dyno later this week to see what really is going on.
