hey,
i purchased a 89 gxl black on black i wanted too know if anybody has done a engine swap to the 95 twin turbo and how much it cost???

Yeah there's been quite a few "series VI" FCs, 20B series V FCs, etc..
I believe someone has a list of what needs to be done to do the swap. I'm sure it's in the archive, but just search the whole forum

$2,000 13B-REW engine
$300 clutch kit
$400 lightened flywheel (you do know the pull-type stock clutch cannot be used, right?)
$100 counterweight for flywheel
$500 custom engine mount to fit the FC chassis
$1,000 stand-alone EMS
$1,000 front-mount intercooler
$500 exhaust downpipe and intake/intercooler pipes and couplings
That's MINIMUM.
To keep your drivetrain from exploding, it's highly recommend to get an entire Turbo II drivetrain, from transmission to driveshaft to rear diff to rear axles.  That's at least $500 there for good used parts.
We're up to ~$6,500 already with NO labor OR tuning costs.
I charge $10,000 minimum for a job like this.

I agree with hypntyz7. but back to the subject, it would be better to just sell your car and get a TII, almost as much power with about 1/4th the money and a TII can be made to keep up with anycar on the streets with some TLC, after all, they are all still 13B related. Good luck homefry
