power steering was an option for the turbo in 87 and 88*. you should be able to give the vin to the parts dept of a dealership and the parts catalog SHOULD know if it had PS or not.
looking at the car is possible too. ALL T2's had ac, so it should have the AC only bracket on the engine. the rack itself should have an FB01 sticker on it. there should be no PS control box under the dash
every S4 car has the ps wiring though, so really its a difference of just the pump/lines/ac bracket and rack itself.
*they had considered offering the car in two trim levels, the upper trim level is what we got, the lower would have been a base model type (maybe no sunroof, etc etc). for some reason by the time the car got here, that had turned into PS being an option....

I appreciate your input. I just bought this car and am restoring it. The previous owner pulled out the factory AC and I'm in the process of trying to put a system back in. I had noticed its not operating with PS right now. I didn't know if the PS had been removed or if it was one of the few that was built without PS. I had seen some pictures where the PS unit was almost mounted on top of the AC compressor and thought both may have been removed. Thoughts?

Well it hit 95 degrees and high humidity here, like 104 degrees total effect last week
Exactly like Atlanta at the 1996 Olympics, to hot and humid to breath
So air conditioning for the car is needed
In this part of Canada, Manitoba we do need a thermometer on the garage wall that reads from -40 to +40 0F
I have AC which was re-installed to my 88 vert but it;s not hooked up as I suspect the compressor is shot.

does the rack have lines,or any signs that lines were on the rack?.If it does then it had power steering.
You could also have just a manual racked car,and that is easy to tell too.No lines or hoses.
If there are any steel lines in front of the oil cooler, then it had power steering at one point.sometimes in haste,a person would just cut the hose and turn the car to "manual steering".
