diagnostic "what if"

what would happen if you tried to start the car while the diagnostic jumper was grounded? would it hurt the ecu?

and is there any way to test an ecu?

Are you talking about the initial set coupler? It's supposed to be grounded when you set the idle speed and ignition timing, both of which require the engine to be running, so I can't see how it could do any damage. You should never drive with it grounded though, because the ECU will not be adjusting ignition timing.
