why? if you are going to run a 4 port motor then you will need the turbo intake and so you might as well run a turbo. it is possible to use the na rotors in a boosted application.

i ran a streetport turbo motor with a holley 4 barrel and a first gen distributor, just because it starts off as a turbo doesnt mean it has to stay that way, same goes for n/a.

I have the parts (manifolds ect.) for the engine. I have a t2 engine with no turbo and 2 good N/A rotors and a small buget so I was wondering if I could combine them.

Yup, i would combine them and save up 300 dollars or so for the turbo manifold, s4 turbo (free to port the **** out of it), and intercooler. I am assuming the car is a turbo so you wont need to buy sensors, ecu throttle cable, etc. A 4 port high compression turbo engine woud def be pretty nasty, while you are in there get a template from pineapple racing and streetport it. Thing would be a beast at 7lbs.
