Question is the cat supposed to swivel???

today i took off the original y pipe so i can put on my new catback. i noticed the catilytic converter is sort of swiveling on the thing before it i think its called the pre cat. it does no come off just turns is this so it wont break when its under strees or is it broken?

most likely its an aftermarket cat. The flanges on aftermarket cats are not welded to the pipe, which means, its loose as well.

the flages dont move just the pipe its connected to does, but i cant pull it out so its probly supposed to be like that i think.

My stock exaust system does that... I figured that They had just forgotten to weld it or something... I havent had the chance to see if it will pull out since the heat shields are holding everything together.
