I meant to respond to this thread months ago. I have the same issue on my 89 NA GXL that I fresh rebuilt including the intake. I've done everything recommended and still no luck. I guarantee it's a vacuum leak that I somehow missed after smoke testing my intake the first time. I seriously cannot figure it out, any chance your located in the Ohio region? I'm dying to figure this out

Whenever I'm workng on a unit with a vacuum leak, I pull everything intake related from the keg to the air filter and replace all gaskets and hoses. It's like 200 bucks but eliminates vacuum leaks as a variable. Also, use the metal 3-layer gasket for the LIM, not the paper one.

I did the full intake gasket replacement, but put gasket maker on the paper gaskets during install which should be fine. I just need to find a way to smoke test the system again to put myself at ease.

(Carefully) Spray carburetor cleaner in areas around the intake while the engine is idling. If the RPMs change then you have a vacuum leak still.
