The spedo cable is probably binding somewhere. Check for tight bends or pull the cable at the transmission side and spin it and check resistance.

there doesnt seem to be any binding, but it only does it when its really really cold outside, and the engine is just beginning to warm up.

Pull your cable out from the transmission side and grease it up. The lube on the cable has dried up. It fixes the problem all the time.
Thanks Robert

$65 vs $5 of lube. You decide.

It would be more efficient to lube the cable from the cluster end- may as well use gravity to your advantage.

-Undo both ends of the cable
- Spray WD40 from the higher (cluster) end into the housing till it runs out the bottom.
Yeah, I know, WD40 is NOT a lubricant but it IS a pretty effective solvent...
-Now spray the lubricant of your choice through the cable...there are specialty lubes designed just for cables but I use TriFlow for most everything and it seems to work fine.
