boosting problem..maybe

the car is an 88 TII. the car is all stock except for a custom exhaust that was on the car when i bought it. the first converter off of the turbo is present and after that the p/o welded 2.5" piping in place of the second converter and ran it back to a Y pipe he made and no mufflers, just the Y with extensions to the rear of the car. the car accelerates smoothly but when you push it, the engine feels like is lacks power. i would estimate that it would be not faster then my 85 S with a RB exhaust. i hear the turbo spooling but the gauge does not move. the needle points to the position it is in when the ignition is switched on and stays there while driving. i'm thinking perhaps a partially clogged converter.. maybe leaking injectors, giving the engine too much fuel. (not really many hot start issues. only a couple of times was it difficult to start). no vacuum, leaks, timing has not been altered, intercooler is in very nice shape, turbo's compressor spins freely with minimal shaft play. if you rev the engine with the clutch depressed the turbo sounds as if it spools well. new wires (ngk) plugs (ngk) are really nice and about 1500 miles old. air filter is brand new, fesh gas. engine runs fine, idles pretty well, just lacks the power i know it should have. rarely i will have hesitation at 3800rpm but have cleaned most of the grounds on aaroncake's website (http://www.aaroncake.net/RX-7/grounding.htm) and am working that issue seperatly. any advice would be much appreciated.

Well, a severely clogged cat might be your issue, and it's easy to check. Other than that, check your wastegate actuator and BOV for proper operation.

i removed and cleaned the BOV with brake cleaner. a lot of carbon was in there. i cleaned the nipples on the intake manifold and acv for the vacuum lines for the bov and the boost pressure sensor. seems to boost more as the car is noticible faster, but the factory boost gauge still is not reading under boost... my 10AE's boost gauge almost maxes out under hard acceleration(though i know its wildly inaccurate, its just nice to know that its working) and the 10AE will easialy dust the brilliant black TII. how should i go about testing the wastegate actuator for proper operation?
here's my pair of FC's:
