Are there any bolt on turbos that I could get for my s4?

None unless you count the hybrids. The flange is unique to the S4 RX-7.

means you have to send your turbo in to them and they re-use part of it.

It' means that they are taking your existing turbo and hybridizing it. The will bolt on a different compressor wheel and housing, and modify the exhaust housing/turbine wheel.
