Hmm.
First of all, there are no "drivers side rotors"
Just two rotors in single file, with the eccentric shaft running through the middle.

You knew before you purchased it that "blown seals" is a nice term for "blown engine" right? It's refering to your apex seals, which are on the tips of each rotor by the way.
To fix it, have the engine rebuilt. I suggest taking it to a good rotary shop, since you are in PA, take it to KD rotary, one of the best in the country.
How much did you pay?

Woo! Great deal then! Good luck in getting that engine fixed up. Be sure to check out the Rotary Performance forum, some really good info there, although I find it can be pretty advanced sometimes.

On a serious note, I would poke around with it at first to see if it's not flooded, (do the unflood/compression check) or some other problem. My first rx-7 I bought supposedly had the same problem, the guy said the motor was seized, ended up being a shot starter. Anyways that's what I would do because it's rare for both rotors to go out at the same time, It's usually the rear rotor first but that's not the rule. There are some other things you could do but checking compression or even listening with the spark plugs out can reveal alot.(3 even strong whooshes per rotor, weak ones could mean it's weak but possibly salvagable depending on the situation that brought the car up for sale in the first place.)
