best way to spend $400 on my turbo II?

A cone filter, DIY TID, downpipe/midpipe will run about $400, and give a pretty significant performance boost. HOWEVER, first you should make sure everything is fixed and all maintenance done.
Assuming everything is fixed, I'd do a DIY FCD ($10) DIY Boost Controller ($15), Walbro fuel pump ($100), RB 2.5 inch Downpipe ($90), single muffler ($70), have a local muffler shop bend and weld the rest of the exhaust ($80), cone filter ($30), and if you have any money left maybe an e-fan. Thats basically waht I did, and I'm very happy with it.

how can i tell if i have an aftermarket downpipe (i am the second owner and i am not sure of all the mods done by the previous owner) is there an up pipe?
i have done everything else mentioned except the brakes. what sort of brake pads would be best?

DIY= Do It Yourself.
The stock pre-cats and cats (which the DP and MP replace) look like big power robbing POS's, which is what they are. If you have an aftermarket DP, it will just be a straight pipe with the O2 sensor in it.
Axxis pads are good, and so are Hawk...just don't buy a racing pad or you may have trouble heating them up on the street.
