Question Best way to determine a wastegate problem?

Okay fellas, I finally got some free time to get back to work on my RX. I have a few gauges to install and things like that … but the only major thing I need to fix is the low > no boost at low Rpm’s. When I dyno’ed the car did not hit full boost until 6.5k It did not produce any boost below 4.5k. I suspect a wastgate problem … but I have looked at the wastegate and it is fully closed at the end of turbo. Where else should I be looking .. what else should I be looking for? Once I fix this I am DONE!! Any ideas and help would be greatly appreciated.

Are you sure the turbo is in good working order?

Its a brand new Hybrid, less than 3k Miles on it. And its boosts great once its starts to boost... over 6k RPM's it takes off like a rocket and I have to turn the boost down with my controller.

Ya what do you mean? The clipped wheel should help it spool quicker. The ported wastegate shouldn't matter until the wastegate opens, which depends on what his boost controller is set to. So what do you mean exactly?
