Best size

I have the following options for wheel offsets. Let me know which one will fit the best.....

Front
17x8 +27
+35
+43

Rear
17x9 +15
+35
+43

For the front you will want the +35 offset. For the rear I am not sure probably somewhere in between +35-40. 43 is probably too much.

Now if I bump up the diameter to 18, can I keep the same offset and still have a good fit?

I believe so. I've seen some people running 18's in +35 offset on FC's. I almost went with 18's, but the price difference and the fact that the sidewall will be thinner convinced me that 17's are the way to go. Stick with the 17's IMHO.
