yes u do usually hear the turbo especially in the high prm range
however when u just stop u should never shut the car of right away , let the cool off first for a minute
that why such a thing like turbo timer is invented

i do hear it a hight rpms it a whisling said ok what i ask was after the rpms r at normal for awhile and i turn it off should i hear the turbo still spinning after i turn it off

No, with no exhaust flow spinning the turbine, the fan in the turbo will not spin. You should not hear the turbo spinning or whistling after you shut the car off. However, if you use the turbo in abundance, you will notice a faint red glow coming from the left side of your engine. Mmmmm... turbo glow
