another stalling question

im still having trouble with this rebuild. its an 88 gxl. it has some mods- no air pump or cats, rb headers and presilencer, custom magnaflow exhaust, throttle body mod. i triple checked the tps (resistance, voltage, and i even used the 2 led check) and that was all good. if i come down off acceleration, let off the gas pedal, and put it in neutral, it stalls out. when im idling or at a stop, and gently tip into the throttle, it also stalls. is this because of the tb mod? or is there something else i should be looking at? the rebuild has about 1800 miles on it, so im guessing its broken in now.
