Another Identify this tread with pics:)
yet again i never cease to break ****...lol...anyway...this runs off my intercooler...im wondering if its not the BOV but then again i have no clue...anyway..its to an 87 tII

On a series four car that is the Air Bypass Solenoid valve. It is used for 17 seconds on a cold startup in conjunction with the BAC to give you an approx 3000 idle for those 17 seconds.
It's only used for those seventeen seconds and or during subsequent starts if the water temp is b/t approx 55 to 90 degrees F (I forget the exact numbers, see the FSM). That water temp on a series four is sensed by a water thermo switch on the bottom left of the radiator.
It's an emission control device to warm up the pre cat in a hurry to get it working right away. But when you go to the emissions checking station, it won't come into play because, heck, you drove the car to the station and the water is warm/hot already.
Yeah, if broken, remove it from the car and plug the intercooler with a hose and plug in the hose end. Be sure to also plug the outlet line of the air bypass solenoid that leads to the nipple just aft of the BAC.
This is the long winded answer to complement the straight and to the point answers above, that told you remove it and cap off the lines.
