smack the air pump and it should move downwards, get a rubber mallet or something.

I always just take the mounting bolts off of the air pump and tkae it right out. This includes the lower bolt for the bracket, and the upper three bolts in the traingle. With the air pump removed, the belt will definitely be able to come off.

To tkae it off, just cut it. To put it back on, just loosen the tension bolt on the air pump and hit it lightly with a rubber hammer. It should tilt down and give you plenty room to work with. To tighten back up, have someone pry the airpump up and tighten the bolt.

I just cut mine off. No point in not cutting it off if the air pump is coming off.
