If you live in California, you probably wont be able to pass emmisions without it, let alone pass visual inspection. The cat needs air from the air pump to provide oxygen to burn off the rest of the fuel in the exhaust. And it doesnt really hurt performance to leave it there anyway.

When you say "free flow" cat, do you mean an aftermarket one? Does it have a connection on the side for air injection? Not all do, and if it doesn't have one you don't need an air pump. If it does, you do.

Best way I suppose would be to get the metal pipe that normally connects between your cat and your ACV (you can get it from a Mazda dealer) and cut off the fitting that normally connects to the stock cat and use some smaller hose to connect that end to your cat, then at the other end, use some larger hose and connect that to your airpump.
