The relief solenoid is BLUE. The switching solenoid is GREY.

The relief solenoid only passes vacuum to the acv if it is energized. Sooooo if you pull its plug off, then the vacuum above the acv should stop on one of the two vac hose..

The switching solenoid is the opposite. When de-energized it passes vacuum to the nipple above the acv.

At idle, the Relief solenoid should be energized.
At idle, the Switching solenoid should not be engergized.

So go out and idle the engine. Pull the Blue connector off. Now one of the two vac hose above the acv should now not be sucking. That will be coming from the Relief solenoid. The other will be sucking. Its from the Switching solenoid because the switching solenoid is not energized at idle and passes vacuum.

Yes, all the words above made sense to me. It they did not make sense to you.......

And you did know that there are two different solenoids. Take a good look a the blue then the grey. They work just the opposite of each other. They should both have vacuum at idle. Vacuum on the relief diaphram closes the path for the airpump air to dump overboard and the vacuum on the switching diaphram keeps the airpump air from going to the split air pipe and directs it to the exaust ports.
