1990 Fc3s Mt

My friend has a 90 RX-7 and it won't turn over, he replaced the fuel pump regulator, but that didn't seem to help.

Anyone know of any advice?

when he turns the ignition the engine doesn't fully start up. in otherwords it doesn't gain running status...

perhaps you can tell me the difference between turning over and starting (i know a bit about cars but not much compared to most car people)

turning over means the engine is turning. or moving. which you could hear. like crank crank crank. but not running.

that is not starting

if nothing happens at all when you try to start it. then it's not turning over. like battery 100% dead. all you get is a click. instead of the engine turning at all.

well then the car is turning over but not running...
but the battery is pretty toast, when we tried to boost it, it turned over but wouldn't run

hold the gas pedal down all the way and try to crank it. then let off the gas pedal. might work if the problem is flooding.

Try ATFing it and replacing the Plugs. check for ignition. Check compression with a commpression tester and removing the check valve needle. so it wont hold a reading. it should have 3 even bounces, on both rotors.

ATFing it?

Thanks for the other advice as well.
Another question, does anyone know if the car should be running to replace the fuel pump regulator?

make sure the starter is turning it fast enough. mine wasnt and it wouldnt start so I took the starter to a fix it place and they did some stuff to it and she fired right up
