It's old (And possibly discontinued) made by HKS. The part numbers are not present (Or not legible.) I do not know whether it is for the 13B; Judge for yourself in the pictures... I dunno what he means about the self introduction column.

It's not his engrish, it's Babelfish translation. Thats how they translate it. If anyone has studied Japanese, you will know that the way their sentences are formed if much different so the sentences sound weird.
Such as something everyone knows:
