Boost pressure and hp

My engine: 225whp at 0,5bar boost with the old turbo.

I have upgraded to a garrett T66 turbo, and i need an estimate of how little boost i need to run in order to have less than 250 hp at the engine(NOT 250 whp).

So engine setup:
88 T2 streetport
Garrett T66 turbo
Fmic or vmic (haven't decided yet)(had tmic when i had 225whp with the old turbo)
Rtek2.1(had stock ecu when i had 225whp)
720pri and 1600 sec

The reason i need less than 250hp at the flywheel, is that i want to have the car road legal here in Norway, and there are some issues with papers on brakes and such, 250hp is fairly easy to get legal, and then i can always turn up the boost when i want more hp, but i need a dyno sheet with less than 250hp...

Well, you won't be able to control 1600's on the rtek so they will dump fuel and kill spool/power....that's a start.

But seriously comparing boost between turbos is like comparing salt and sugar. How big is your wastegate? What's the lowest boost it will allow you to run? -- run that.

um how do they check to see if its 250hp? in the US they would just take your word for it...

plan B might be some kind of intake restrictor that comes off really easily

i can't just print a dyno sheet i need the original, and not from some shop in the states.

rtek can't control 1600's ?? new info to me, do you know how big injectors i can run with rtek?
I'm going to buy a new wastegate, that's why im asking. I just wondered if there where anyone else out there with a similar setup who could give me a ruff estimate, i know that a dyno is the only way to get a real answer.

I'll guess i will just haveto buy a wastegate with a 0.2 spring, and throw on a restrictor just to be shure...
